Block management in Surrey

Most Surrey flats sit in purpose-built blocks run by a residents’ management company, a right to manage company or a freeholder. The directors are often leaseholders giving up their evenings. They need the service charge demands to be valid, the Section 20 notices to be right first time and the fire risk assessment to be current, without having to become experts in leasehold law.

ROCA Wimbledon has worked for residents’ companies, right to manage companies and freeholders since 2014, from our office at 45 Quicks Road, Wimbledon, close to the Surrey border. We are part of the Rentals and Sales family, established in Wimbledon in 1990. We are now taking on buildings in Surrey, and our fixed-price services are available to any building there today.

Surrey’s flats are mostly purpose-built

In the 2021 Census, 18.6% of Surrey households lived in a purpose-built block of flats and 2.2% in a converted or shared house. Across England the figures were 17.1% and 3.5%. The share of purpose-built flats was highest in Spelthorne (22.8%), Woking (22.7%), Reigate and Banstead (21.5%), Epsom and Ewell (20.9%) and Elmbridge (20.7%), and lowest in Waverley (13.2%).

That points to a particular kind of building. A purpose-built block of 10 to 30 flats tends to have shared stairs and corridors, a communal electrical supply, sometimes a lift and a car park, and a planned cycle of redecoration and roof work. Those jobs can easily go over the £250 per leaseholder threshold, so Section 20 consultation is part of normal life rather than a once-a-decade event.

Fire safety: Surrey Fire and Rescue Service

Surrey Fire and Rescue Service enforces fire safety law in the county, and says that work is mostly about commercial premises and the common parts of flats. The responsible person for a block is usually the freeholder, the residents’ or right to manage company, or the managing agent acting for them.

Since 1 October 2023 every finding of a fire risk assessment has to be recorded, and residents must be told more, including how to report a fire, the evacuation strategy and the responsible person’s name and UK address.

Under the Fire Safety (England) Regulations 2022, every building with two or more flats must give residents fire safety instructions and information about fire doors. Blocks over 11 metres need quarterly checks of communal fire doors and annual checks of flat entrance doors. From 6 April 2026, blocks over 11 metres with a simultaneous evacuation strategy, and all blocks of 18 metres or seven storeys, come under the residential evacuation plan rules.

Your council is changing

Surrey’s county, borough and district councils are being replaced by two new councils on 1 April 2027. East Surrey will cover Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead and Tandridge. West Surrey will cover Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking.

Nothing in your lease changes. What may change is who you deal with for building control, planning and housing, so update the council details in the building’s records when the new councils start.

The tribunal for Surrey

Service charge disputes and Section 20 dispensation applications for Surrey buildings go to the Southern region of the First-tier Tribunal (Property Chamber), based at Havant Justice Centre. We prepare and file applications such as Section 20 dispensation. Court claims stay with a solicitor.

Questions Surrey directors and leaseholders ask

What is block management?

It is the day-to-day running of a block of flats for whoever owns or controls the building. That covers the service charge budget and accounts, insurance, repairs and contractors, fire safety, Section 20 consultation for major works, and the residents’ company paperwork. You can hand all of it to a managing agent, or keep running the building yourselves and buy in the parts you need.

How much would Section 20 notices cost for a block of 20 flats?

All three works consultation notices are £540 for the first 10 flats, then £12 for each extra flat. For 20 flats that is £540 plus £120, so £660 including VAT.

Do you need to visit the building to do this?

Not for the fixed-price services. Notices, demand packs, management packs and AGM papers are prepared from the lease and the information you send us, and ordered by phone or email.
